Four rural townships in three provinces were selected for this program which was designed to address educational and employment challenges in impoverished areas. Funds were provided to cover school fees of disadvantaged students and to improve school facilities to raise education levels. Funds were also used to provide job skills training, improve information flow of agricultural technology, legal, health, and cultural issues.
This program was terminated in 2009 when the government introduced financial aid to primary school students in rural areas, and provided free skills training to residents who wish to seek work in urban areas.
